Delaney Hall pass: Newark cops ordered not to respond to calls despite violence
Newark police officers were ordered to steer clear of Delaney Hall even after violent weekend clashes, in the latest illustration of the jurisdictional mess at the detainee facility, an internal police document obtained by The Post revealed.
